Negotiations between Pakistani and Afghan representatives commenced in Urumqi, China, with the aim of resolving a protracted conflict rooted in cross-border attacks and accusations of harboring militants. Senior officials from both nations began preliminary discussions on Thursday, facilitated by the Chinese government’s request for a mediated settlement. The primary focus of the talks centers around securing a ceasefire to halt months of violence that has resulted in numerous casualties and significant disruption to trade and movement across the shared border. Pakistan maintains that Afghanistan is providing support to the Tehreek-e-Taliban Pakistan (TTP), a separate but allied group within the broader Afghan Taliban movement, which gained control of Afghanistan in 2021 following the US withdrawal. Afghanistan, however, refutes these claims, asserting that the alleged militants represent Pakistan’s internal security challenges. The Afghan government dispatched a “mid-level delegation” to Urumqi to engage in “comprehensive and responsible talks” concerning regional cooperation, trade, and security management. China, strategically positioned as a neighbor to both countries, has actively attempted to broker a resolution, deploying a special envoy last month. Despite these diplomatic efforts, a recent Pakistani military operation targeting a rehabilitation center in Kabul resulted in a significant loss of life, prompting widespread international criticism. Following a temporary pause in hostilities during the Ramadan period, instigated by Saudi Arabia, Qatar, and Turkey, renewed fighting has continued, most recently evidenced by Pakistani mortar fire into Afghan territory that resulted in civilian casualties. These ongoing exchanges underscore the complexity of the situation and the challenges facing the mediation process.
