The humanitarian situation in Lebanon remains critically unstable despite a three-week extension of the initial 10-day ceasefire. Over one million people are still displaced across the country, facing significant obstacles to safe and durable returns. Daily reports of shelling, demolitions, and airstrikes, coupled with restrictions on civilian movement beyond the “Yellow Line,” demonstrate the fragility of the truce and the ongoing threat to civilians. As of 23 April, at least 195 people have been killed and 175 injured due to hostilities, with a recent tragic incident including the death of a journalist in Bint Jbeil.
Despite the ceasefire, population movements remain tentative and uneven, with 121,225 displaced individuals sheltering in 642 collective shelters – an increase of 3% since the previous report. The protection environment is severely compromised by insecurity, overcrowded conditions, and limited access to essential services. Furthermore, vital services are paralyzed, with six hospitals and 51 Primary Healthcare Centres (PHCCs) remaining closed due to violence, leaving communities without adequate healthcare. The escalation has caused widespread damage to infrastructure and basic services across southern Lebanon.
The humanitarian response is ramping up, with funding for the Flash Appeal reaching 33%, or US$102.9 million. Nearly 500,000 vulnerable people have received multipurpose cash assistance. Food prices have also surged by at least 6%, exacerbating the economic hardship of a population already struggling with immense challenges.
